-tion of His Majesty's pleasure Ordinance llo. 25 of 1915, intitul- -ed *An Ordinance to apply a sum not exceeding Nine million eighty-one thousand two hundred and nine dollars to the Public

Service of the year 1916", together with the customary report of

the Attorney-General thereon.

I enclose eight copies of the Estimates for

1916, an Abstract showing the differences between the Estimates of Expenditure for 1915 and 1916, and Statements of Assets and Liabilities on 31st. December, 1914, of the estimated balance of

Assets over Liabilities on 31st. December, 1916, of the position

of the Inscribed Stock and Wichang Lom Accounts in 1914 and of

their estimated position in 1915.

I also forward copies of the local "Hansard" containing reports of the meetings of the Legislative Council held on the 14th, and 28th. October, when the Estimates were considered.

On the first of those dates I introduced the Budget with an expla- -nation of the financial position of the Colony, and of the more important increases and decreases in Revenue and Expenditure. On the 28th. October the proposals of the Government were criticised in speeches by two of the Unofficial Members of Council, to which
